The Furgoin Embassy is actually the central seat of government for the Empire. The name, though doesn't do it justice though, for the grounds of the Embassy covers an entire island with over five thousand acres of land of varied features, that is mostly preserved in a wilderness state, or as nearly as possible while maintaining the absence of truly hazardous creatures. It can be reached by air-car or tube.

The Embassy also contains the residency of the Royal Family near the southern tip of Embassy Island. For this reason, there are special underground portions of the island that are hardened to the point of being able to withstand all but the most severe attacks. For security reasons, the locations of those areas, and the access points to them cannot be divulged here.

The modern-day embassy has many buildings throughout the island of various architectural style and has compounds to house the myriad of Duchesses' and their Mistresses, and that Mistress' Governesses, for certain, special occasions.

The Embassy has not always been this way. If fact, it started out as a single, two-story building of severe simplicity on the eastern seashore. The planet was fractionated into dozens of independent nations at the time, divided primarily between socio-political, religious, cultural, and racial boundaries. The Embassy was established by a few of those nations primarily to have a neutral location to discuss trade and reciprocal defensive treaties. Thus started the Confederation of Nations.

The other nations saw those nations, who were getting monetarily wealthy, and politically powerful, with either jealousy or envy. Many joined the original nations while most of the others remained neutral to it. The others made an Alliance amongst themselves. In a matter of a decade, a war the likes of which hadn't been seen on Furgo in it's history. The Alliance started to take non-aligned nations, sometimes by political means, others by direct conflict, and others simply by threat.

The nations of the Confederacy were the only ones that could, and did, stand up, and eventually defeat, the Alliance. From that point foreword, nearly all of the nations on Furgo had membership in the Confederacy. Relative peace reigned supreme until political infighting threatened to shatter the peace once again. To counter this, a proposal was made that the Confederacy should be changed from containing sixty-three equal participants as it currently was, to one having a single, powerful executive with a council containing the contents of the current Confederacy. Every member agreed that that would be a good idea, and almost all of them wanted to be the leader of the new organization.

For nearly four years, there was a state of almost-war, until finally, somehow, a means to determine who the leadership should go to. The first female cub born to the representatives to the Confederacy, or their designated heirs of they were too old to bear, would become the first Empress, with her mother being Regent until she came of age. Biologic, racial, and geographic considerations were taken into account, for while the Furgoin still bore young on a seasonal basis, some races bore earlier, while some members were on the other hemisphere and bore young during the opposite months. Even the still-neutral nations were included, for it was hoped to make a single united world.

The new hierarchy was established with the future Queen, with the leaders of the various nations to be named Duchesses (and their nations, Duchies) and selected regional leaders named Mistress. These positions would be hereditary, passed to whichever daughter that was desired. (This caused a problem later, so was changed to Daughters in order of their birth.) Local leaders within a Mistresses territory would be democratically elected as Governesses.

The first Queen was born to a previously neutral nation, to the relief of the few other neutral nations.

Since then there have been modifications to the governmental system, most notably, those caused by the colonization of other worlds. The caused the need to create a new leadership for those worlds. Now, with a majority vote of Her council (the Duchesses), the Queen can Elevate any Mistress to a Duchess as well as remove all titles and nobility status from anyone. Duchesses can, with the consent of her Mistresses, elevate and Ennoble any Governess to Mistress.

There are fewer Duchesses and Mistresses now than there was at the start, but there are many more Governesses. All of them have housing at the Embassy, though there has only been a few instances where all available Nobles and Governess were in attendance.
