Two Nobles, a Mistress from Lomein and her Duchess meet privately. Speculation points to a pre-conference 'strategy' meeting to determine legal means to pressure for a response to the fall of Lomein. Or it could be that they are asking for whatever information the the head of Legal Records has on Kar'Rin to spearhead a diplomatic attack on the invader's leaders from a perspective of legality. None of this information, aside from who the participants are, is certain.

What is known is that the creatures in the pool are, in fact, the Embassy's mascots and symbols. They have free reign of the grounds and portico's as well as some of the outer chambers and any of the office spaces that have specifically been made open to them. One such office suite is Legal Records itself.

It is rumored that since Lord Shimban seems to dislike advanced technology, he will not have his offices covered by the inhibiters that would be used to keep the creatures out, painlessly, of course. In fact the only bit of truly advanced technology that he does regularly use is to prevent clandestine eavesdropping, monitoring, or recording of any kind.
