History:
As with the other members of the Strangers, Dave's powers were granted to him from a blue bolt of energy that struck the streetcar that they were in. This event is referred to as the JumpStart.

Everybody in that streetcar gained some form of super-human ability, except, apparently, one person who was the head of an A.I.M. like corporation who became a long time adversary of the team.
